Over the past 18 months, the world’s economic landscape has changed fundamentally. In the public sector this has meant having to deliver more with less, faster, and at the same or better level of quality. Many public sector organisations struggle to balance shifting priorities and effectively redeploy resources to the things that drive performance outcomes whilst balancing conformance obligations. In times of plenty, this issue often remains hidden. In times of scarce resources, the very ability of the organisation to deliver can come under threat.
Every Public Sector organisation should have a clear process, a Strategy Management System, which brings together the myriad of moving parts to ensure successful execution. This system must be reinforced by a set of enduring capabilities that enable the organisation to work horizontally across silos and align the necessary resources to the critically important activities that drive key objectives. Ultimately, the ability balance and align strategy, operations, risk, program delivery and policy objectives is what separates a well run agency from the rest of the pack.
The focus of this exchange will be to discuss the key performance issues related to Strategy Execution in the public sector, building on the groundbreaking work by Drs. Robert Kaplan, and David Norton, founders of the Palladium Group, introduced in the Execution Premium:
- Does your organisation have the tools, culture, processes and competencies to execute strategy successfully in a fast changing world?
- Are you able to rapidly redeploy your resources to reflect new opportunities, adjust to unforeseen environmental conditions, and balance short and long term priorities?
- Is your organisation able to effectively link and balance strategy, operations, policy, and risk to optimize the value delivered to your constituents?
- Do you understand what really drives performance and how the different levers you pull can dramatically change your performance as conditions change?
- Do you have the appropriate governance frameworks to ensure performance and accountability?
This Palladium Group Exchange will emphasise the key principles underlying a successful strategy management approach and the methodology required to support this. We will also share with you the public sector performance lifecycle model and discuss how to build an effective and mature strategy execution capability that will outlast the leadership of the organisation.
