The civilian and military sectors face significant and diverse changes. In both sectors, the permanency of strategy execution implementations and change efforts are often at risk due to political pressures and position rotations. Organizations invest significant time, effort, and resources in developing improved strategic planning, strategy mapping, Balanced Scorecards, performance measurement, and project portfolio methodologies. As outlined in the Execution Premium by Drs. Kaplan and Norton, these efforts allow an organization to reap significant mission-oriented benefits and achieve continuous performance excellence.

 
The reality is that all too often new political directives take away resources and attention from the management system.
