Project Overview and Role


The Governments of Australia and Indonesia are partnering through INOVASI, an education program which aims to find out how to improve literacy and numeracy for Indonesia?s students. Funded by the Australian Government in partnership with the Indonesian Ministry of Education and Culture (MoEC), INOVASI is a subnational education program with a budget of AUD 49 million, which started in January 2016 and will run until 2019. It focuses on understanding and tackling learning challenges, particularly those related to literacy and numeracy skills, at the heart of the education system? in the classroom and the school (including madrasah).


The Education and Research Adviser will be responsible for providing high-level advice on the design and implementation of education pilots and research to ensure that the program is informed by current and emerging international research, and understanding of basic education and what works to improve learning outcomes.

  • Provide high-level technical advice on INOVASI's approach to education pilot design and implementation to ensure quality, timeliness, and relevance to the improvement of learning outcomes;
  • Provide technical advice to the Program Director and the leadership team to ensure that all pilots are informed by current and emerging international knowledge and research on basic education;
  • Provide technical advice to the Program Director and support the leadership team, to ensure that Monitoring, Evaluation, Research and Learning (MERL) activities support the objectives of the program; 
  • Directly manage and/or provide technical advice to the design of research studies, the recruitment and management of consultants to support the MERL and education teams, and the selection and management of INOVASI partners;
  • Establish and implement Quality Assurance functions and processes for research outputs, including reviewing research designs and reports;
  • Liaise with the communications team in the dissemination of research findings;
  • Ensure design and implementation of relevant activities (including pilots, MERL and research activities) are in line with relevant DFAT, GoI, and Palladium policies and priorities;
  • In collaboration with other members of the INOVASI leadership team, support the timely and quality completion of required program plans and reports and ensure that all program materials comply with DFAT policies, procedures and standards;
  • Work closely with other members of the leadership team to promote a collaborative culture in which the all teams operate cohesively and efficiently and work to achieve INOVASI's objectives to ensure INOVASI's maximum impact is achieved;
  • Establish and maintain linkages with the Indonesian and international education community for knowledge sharing and learning; and
  • Other duties as may reasonably be required by the Program Director consistent with the incumbents qualifications and experience.


  • Advanced degree in education or relevant development subject or appropriate tertiary qualification and significant, relevant experience in education and research;
  • Over 15 years of professional experience in education and/or research;
  • Deep understanding of (i) current and emerging research on teaching and learning (especially in literacy and numeracy), and (ii) methodologies to influence teaching practice to improve learning;
  • Substantial experience in senior research or education positions, including leading research on education methodologies and/or designing/evaluating education methodologies
  • Substantial experience in donor-funded education development projects, DFAT experience preferred;
  • Ability to provide leadership and guidance in a multi-disciplinary team in a complex and dynamic program to produce measurable outcomes;
  • Sound problem-solving and decision-making skills;
  • Ability to work independently and as a part of a team;
  • Experience working in a developing country context; Indonesian experience is preferred;
  • Excellent written and verbal communication skills in English, fluency in Bahasa Indonesia is desirable but not essential;
  • A high level of integrity, initiative, adaptability, and ability to perform in a high pressure environment.
