Technical Advisor, Quantitative Health Analytics - Americas

Project Overview and Role

Palladium is seeking a mid-level technical advisor to provide support in the implementation of project activities on the USAID-funded Health Policy Plus (HP+) project as well as other global health projects. This position will start in January 2019. The technical advisor will fill a mid-level position that will support a broad range of analyses and activities with data from household surveys, facility-based routine as well as periodically-collected health information systems, and special one-off surveys related to the performance of health systems in Southeast Asia, sub-Saharan Africa, and Central America.

The technical advisor will lead or contribute to study design, analysis plan development, and conduct related descriptive, inferential, and other statistical analysis, applying appropriate multivariate techniques for cross-sectional and panel data. Experience in developing survey instruments and related data entry screens as well as data verification/validation processes is required. Strong knowledge of methods to address missing/faulty data, censored or truncated data, clinical outcomes data, and household surveys with recall and other biases, etc., is required. Specific domain knowledge related to maternal and neonatal health (MNH), HIV and AIDS, facility-based health services, and other global health domains is desirable. The technical advisor will contribute to data analysis using Stata (or other standard statistical software), and prepare written materials including reports, research articles, and briefs. He/she may need to provide trainings on various technical analyses and related tools to build capacity of government staff and stakeholders in developing countries.

Responsibilities

Key Responsibilities
  • Design analysis plans, including development of study protocols and data collection instruments or tools.
  • Lead implementation of studies, including project coordination and management, and data analysis.
  • Lead trainings to build capacity of government staff and stakeholders.
  • Produce journal articles, analytical papers, and policy briefs for specific assignments
  • Collect and analyze primary and secondary data. For certain activities, this may involve developing data collection instruments, data entry screens, validation processes, and thereafter cleaning and manipulating raw data in Excel or a statistical platform, and applying appropriate software to model health sector costs and outcomes.
  • Recommend solutions for observed or suspected data challenges, including data gaps and inconsistent data reporting or varying levels of data quality.
  • Maintain project-wide communication channels and interface with all project staff and field staff. Support field consultants and local research staff through email, skype, and phone call, while being clear and concise and providing excellent technical support.
  • Assist in program management and planning activities.
  • Work well both independently with limited management direction and within a team.

Requirements

Required Qualifications
  • Master's degree in statistics, applied economics, biostatistics, or other quantitative field with additional coursework in public health and/or epidemiology. At least 5 years of related experience.
  • Strong quantitative and research publication skills in a health-related field demonstrated through at least 5 years of related work experience and a publication record.
  • Expertise in using Stata or other comparable statistical packages, and data visualization techniques.
  • Theoretical expertise and experience in leading study design and analysis with generalized linear models, logit/probit models, maximum likelihood estimation, causal inference, especially propensity score matching, survival analysis, proportional hazards, and other types of multivariate statistical models.
  • Ability to translate and present complex information to diverse audiences through clear writing and excellent verbal communication.
  • Ability to develop technical data into presentations and/or other multimedia formats.
  • Ability to effectively and efficiently perform multiple tasks and balance competing priorities while meeting deadlines.

The following are also desirable:
  • Recent PhD strongly preferred.
  • Experience working in global MNH and HIV & AIDS fields is desirable.
  • Experience working or studying in developing countries
  • Ability to work successfully with diverse groups, partners and colleagues and a team player.
  • Experience with impact analyses, program evaluation and health economics in previous coursework or employment is highly desired
