Project Overview and Role
Palladium is seeking a Team Leader for a BEIS-funded Clean Growth Transitions Programme, which will support China, Colombia, Mexico and 4 other BEIS-target countries to accelerate their clean growth transitions. If approved, it is anticipated that the programme will mobilise between April and June of 2019, and operate for a minimum of 3 years.
The programme aims to improve the effectiveness of key institutions (public, private and civil society) in countries so that they can deliver accelerated emission reductions and raise the ambition of their Nationally Determined Contributions (NDCs) targets. Specifically, the programme will deliver the following results:
- An increase in the capacity and capability of partner institutions (national, sub-national and civil society) to deliver enhanced and accelerated climate actions; and
- An increase in in-country buy-in to urgently facilitate low-carbon development (the political economy is improved)
To deliver these results, the programme is composed of three lots: (1) central delivery partner; (2) global challenge fund; and (3) skill-shares and secondments. Palladium will propose one Team Leader responsible for all lots.
Purpose of Position
The Team Leader is responsible for leading and managing the programme. The role will involve providing strategic programme guidance and representing the programme at meetings with representatives of partner country government agencies, donors, national and international civil society, community groups and private sector partners in the low carbon sector.
The role ensures that project objectives, outcomes and deliverables are met and that financial, operational and reporting requirements of the client are adhered to. The role works closely with and manages the project team of technical and administrative professionals and other support staff. The Team Leader is a senior representative of Palladium and as such ensures that risks are minimised, company policies, processes and procedures are adhered to.
The Team Leader is the primary point of contact with the client: BEIS and represents the company with other donors, partners and stakeholders, including the government of partner countries.
Specifically, the Team Leader will be responsible for:
Maintain an excellent working relationship with UK BEIS, partner country government agencies, civil society groups and private sector firms in order to collaboratively design and generate buy in for of the programme's strategy, plans, resource requirements and any other contract amendments required;
Represent the programme in external meetings with government, civil society and private sector stakeholders of low carbon development sector;
Program Leadership and Management:
- Provide overall guidance and strategic direction to all aspects of the programme, ensuring that work stream activities are implemented to a high quality within expected timeframes and expected results are achieved;
- Assume overall responsibility for the effective and professional management of Clean Growth Transitions project team;
- Convene and chair strategic meetings of the Senior Management Team, composed of the Team Leader and key BEIS Advisors;
- Lead, guide, mentor and manage the performance of technical and administrative direct reports and collaborate with the Project Coordinator to ensure appropriate processes are in place for induction, guidance and management of other staff;
- Participate as required in HR management including but not limited to recruitment and contracting, performance management, disciplinary and grievance proceedings, and learning and development;
- Assume responsibility for the use of reimbursable financial project resources, excluding lines associated with Palladium expenditure.
- A post-graduate qualification in relevant field e.g. low carbon development, climate finance, natural resource management, environmental policy, international development, or a related field;
- At least 10 years' experience working in a senior position on low carbon development, public administration, climate finance, or a related field;
- Strong understanding of low carbon development and expertise in two or more of the following areas: deforestation, energy, green finance, climate legislation and governance;
- Experience managing medium to large scale global donor programmes: successfully delivering planning and budgeting responsibilities, using flexible and adaptive approaches;
- Fluent written and spoken English;
- Ability to communicate effectively and negotiate persuasively with high level decision makers;
- Excellent leadership, representation and organisational skills;
- Financial acumen and the ability to interpret and analyse financial reports; and
- Familiarity with BEIS programme management, reporting, and systems.
- Preferably, an established network within the low carbon development sector, namely: relevant government ministries, civil society organisations, private sector stakeholders and donors;
